12 26. The overall national ML risk is categorized on a scale of low, medium low, medium, medium high and high. The national vulnerability to ML, such as national deficiencies and vulnerability score, which ranges from 0.0 to 1.0, and corresponds to one of five levels ranging from “low” to “high”. 27. The result of threat and vulnerability assessment is a risk map which can be used to determine the final risk level of the country as shown in Figure below. As shown above, the overall ML risk level is set at the level where the results of the threat assessment and the vulnerability assessment intersect. Team Composition and Private Sector Engagement 29. The AML/CFT Committee established the NRA working groups which were mandated to undertake the Kingdom’s NRA and develop a strategic action plan in accordance with the Ministerial Order (116) of 2023. Both working groups which include the National Risk Assessment (Money Laundering Risks) Working Group and the National Risk Assessment (Terrorist Financing and Proliferation Financing Risks) Working Group, are responsible for conducting a comprehensive and risk-based assessment of ML, TF and PF risks in the Kingdom of Bahrain. The working groups are structured with co-chairs, members, and representatives from relevant authorities and were mandated to conduct comprehensive assessments of ML/TF/PF risks. In collaboration and coordination with the National AML/CFT/CPF Statistics Working Group, which is responsible for developing and implementing a national strategy for collecting, analysing, recording, reciprocating mechanism and reporting of AML/CFT/CPF statistics. Public Private Partnerships 30. The AML/CFT Committee Secretariat led the NRA process. Representatives from relevant competent authorities, as well as the private sector and the non-profit organizations (NPOs), have participated in the risk assessment process. 31. As part of ensuring a comprehensive assessment of the ML, TF and PF risks, the process of the NRA included roundtable discussions with members of the private sectors, supervisors and the AML/CFT Committee. The aim of the roundtable discussions is to gain insights into the main threats, vulnerabilities and risks of the sectors. The roundtable discussion also serves as an opportunity to share field knowledge regarding challenges faced by private sectors and supervisors and provide feedback regarding existing laws, regulations, and implementation.
